The tongue weight is dry and empty. Your tanks are probably forward of the trailer axles, they will add to tongue weight, and the cargo will remove from tongue weight. But - with a GVWR of 12100 lbs you can count on at least 1200 lbs of loaded tongue weight, so yes, I would be worried. FWIW the maximum tongue weight with weight distribution on my F250 is 1200 lbs. I do indeed think that little F150 with almost the smallest engine package is going to be the wrong truck for that trailer.
