I picked up a homemade utility trailer (not as big as what you are talking about) and I had to take it to the local WEIGHT STATION to be inspected by the STATE POLICE DOT guys there before I could register the trailer with the DMV for tags...
If this is done in your state then you might want to check in with the DOT folks and see what their requirements might be...
