Az requires brakes on trailers that are in excess of 3500 lbs I think it is. Surge brakes for your trailer IF fully loaded with water (8000 Lbs) plus the trailer and plumbing is going to be big one. Not sure if both axles require the brakes but the front axle would be best IMO. I had a trailer shipped out here from NC when I was going overseas and it had only 1 brake axle and so I had to have a 2d installed. Find a place that sells modular homes and that remove the axles after install to get a set. I just saw some on local (tucson) craigslist. Not sure if they had brakes but a set of 4 would be less than $300 from etrailer I think. I had to buy new brake drums and brakes and they were only about $40 a set or so.
