In many states a towed motor vehicle is NOT a "trailer" according to the legal definition of "trailer", so trailer towing laws do not apply.
Federal Motor Vehicle Safety Standards (FMVSS) has braking performance standards. Many states have incorporated those standards into their own code of laws. The stopping distance can be 40 or 45 feet for a "combination of vehicles". IIRC, FMVSS says 40 feet from 20 MPH, as does Montana. California says 45 feet.
Braking laws are not covered under Reciprocity Agreements.
