Seems to me that this has more relevance for those towing with smaller RV's. 2600lbs behind a class C is a heck of a lot different than 2600lbs behind a 40,000lb DP. In the C, I would want supplemental brakes. In the DP, there would be no need IMO.
Now, worrying about break-away braking is a whole other concern. If the worst happens and the toad ends up loose on the road, stopping it quickly is paramount.
