In the 60's a massive amount of vacant land was sold near where I lived. The developer would fly poeple in for the weekend, house them, feed them and then pressure them to buy land to be used for a home in the future when "retired".
Much of it has been purchased back by the state and feds to help restore the Everglades and re flooded, so yes, it is underwater!
