But the latest instructions available for download from B&W's website states the bedliner or mat "should be removed, or must be cut" to allow direct contact with the bed, though a spray-in liner is acceptable.

I cut mine, I figure there was a reason for the change.
But I'm sure thousands of setups have been installed using the older instructions without incident.
Like I said above depends on how heavy your RV is. My rig has 4,500# pin weight, if I had a plastic bed liner the hitch would smash it in no time causing movement fore and aft on the hitch.
So get rid of the useless plastic bed liner and have one sprayed in and all will be wonderful!
