To address "Raften's" items.
1. Well, now you have! It's due to length.
A CA Class B Non-commercial DL is required for MHs - greater than 40' up to 45' - also some road restrictions.
Class C is good for MH up to 40'.
BTW - you will find that most 40' MHs are actually 39' and change.
2. I'll bet just the opposite - 9 out of 10 *do*!
It's a "no brainer"!.:R
A citation is expensive...AND even more importantly ....
get in an accident w/o appropriate DL & you're "dead meat"..:S

3. If you are less than 65' - you are legal.
4. However, with 16K a standard Class C license won't cut it.
With a Class C DL you can tow a single vehicle of 10K GVWR or less.
If your trailer is rated under 10K - and the boat doesn't appear to overload the trailer - you're "good to go"....
until you get caught, LOL! (and back to #2)..;)
