So, is Live Scan just a fancy name for fingerprinting? If so, maybe you could ask whether you can have the prints done by someone local to you (local cops or whatever) and sent on to them.
I think the thing to do would be to ask to speak to the person who will be making the final decision on whether you pass the Live Scan. This will no doubt mean being transferred through 5 or 10 different people. But nobody else is going to have an answer you can rely on.
Please please, when you get an answer, post it here! I for one, would very much like to know.
PS, The Calif state parks I have stayed at have been fantastic -- gorgeous locations, rangers and volunteers incredibly nice and helpful. I do hear that they vary, but my experiences have all been good.
