Live Scan is available nationwide through most law enforcement agencies. There are also private entities that can provide Live Scan services. There is no reason one has to physically be in California (or any other state) to provide a Live Scan sample. It would seem to me that they would/could provide some sort of out-of-state accommodation for volunteers/workampers from other areas of the country.
