While lacking the experience with CA parks you request I can offer a possible solution. I have just finished dealing with a state other than mine that required my fingerpints. As an out of state resident I was allowed to have my prints taken in my state by a LEO and mailed the card to them. They sent me the fingerprint card I needed to use. I would think that CA , with a large parks system and need for volunteers has a protocall in place for out of state volunteers. Perhaps this ranger is just unaware.
