Out of all this, the only thing I can see you have a legit complaint about is the faulty meter reading.
First, use your water tank when it's cold, not a heated hose. That way there's no electric use. But complaining about paying for it when it uses very little electric is uber-cheapness. Whether you give them "permission" to use your card is questionable. It's likely an innkeeper's right to do that since they probably require a card to even let you stay there.
And last, are you really going to continue being upset over 10 cents a day?? I wouldn't care for the low voltage, but that wifi warning doesn't scare me in the least. They all do that.

The .10 a day ... This adds up to a lot of money with 15 to 20 people each month paying the park because they were to cheap to put in frost proof faucets!
