Since I don't believe they were sentenced to the job by the criminal court system, expecting them to be there 24 hours a day, seven days a week is ridiculous. And weekends are just another day, believe it or not.
Most of the FS cg around here are run by American Land and Leisure, only open during peak season, and have a paid staff person on site. A small few FS CG nearby are actually run by the government, and the only representative there is an iron ranger. I like these CG best, they're very small and open year round.
