It's someone kids, but I wouldn't put an age group on it.
We have witnessed much of what others have stated. Went to a COE site 2 years ago, back home. Got to our site in the late afternoon. Backed in and started to set up. Noticed the fire pit was full of trash and not cleaned out. Very unusual as they normally clean the sites. Went back to the gatehouse and advised them. They said the lady that was there, didn't leave on time and they were unable to clean the site, but would come out immediately. 30 minutes later, a gentleman was shoveling the trash. He even raked the whole site. Later that night, I walked over to the bath house to check it out as we were having our parents over for a cook out. Walked up the urinal and there was feces in it. Have no idea who did it. But they are some gross inconsiderate people with no manners. Not only because of the gross factor and now having a urinal that is out of commission, but someone has to clean it up.
We like state parks, COE parks and other government type parks. They tend to be lower priced than resort type places. Which in turn can be a bad thing because you the type of people who don't give a flip about this type of stuff and they definitely aren't going somewhere and spend more money. Not always the case, but it is a deterence of some sort.
