I don't think overcrowding is the problem. Many of the older public parks had 50 sites years ago and 50 sites now. No more people are using them than 50. Small campgrounds can have the same problems as large ones.
The OP's comments were about disgusting habits of some people. They just don't care. Thankfully, it's not the majority of people.
I stated a couple instances earlier about our volunteering and having to deal with thoughtless crude people. Those were only a couple things. I could write a book including others of our 16 years of volunteering. Yet, we love volunteering in beautiful areas of our country in order to try and preserve them for future generations. We can close our eyes to some things we see going on because we know not all campers are that disrespectful.
Public agencies are not allocated enough money to have park employees doing the things volunteers do. They don't get enough money to update facilities. You cannot imagine the expense in doing so.
If you ever have the time to volunteer in our parks, please do it.
I'm afraid these problems are not going to improve unless we start stressing how the actions of a few are ruining it for most.
