We own a lot in a private membership campground where all the lots are owned and the same problems exist. In fact, the bathrooms have been vandalized by kids every big holiday weekend. Not just garbage but purposely backing up toilets, pulling paper towel dispensers off the wall, etc. Who pays for the repairs? We do as owners.
This weekend, a middle school aged girl was walking her dog and it pooped on the lot across the road from us. I asked her if she needed a bag or did she have one and her response was "I don't need one." So I asked if she had one and she didn't. I explained to her that the lot belonged to someone else and she needed to pick up after her dog. I gave her a bag and when I went back to my lot, she bent over to pick it up. When she walked away, she said thank you but her bag looked empty. When I went over and looked, sure enough, she hadn't picked it up. I picked it up myself and thankfully, she never came back down our road. Not only did she not pick up after her dog, she lied to me twice and thanked me sweetly. It made me sad that it was easy for her to do that.
