I agree. I don't think it requires leaving your dogs at home, just follow the posted rules (including the one about no unattended pets).
One thing I have learned over the years is that most people will be understanding with a less than perfect dog (or child) as long as you show an effort to stop annoying behavior.
A kid shrieking in a campground for hours while the parent completely ignores it is annoying - a kid shrieking in a campground for hours while the parent shows an effort to stop or reduce the shrieking is understandable.
Same with dogs. A dog left to bark nonstop while the owners ignore it is annoying - a dog barking while the owners show an effort to stop the barking is understandable.
