I have read all kinds of opinions on the five pages of this thread and I think the point the OP was trying to make is what happened to common sense and common courtesy? We all go camping to relax and have a good time, but your good time should not prevent me from my good time. Just simple common sense, unfortunately that seems to be a rare commodity these days with a lot of people. Ninety percent are usually the type of camper you want to be next to, but that small percentage of jerks can screw it up for everybody.
With that in mind. Common sense says you need to choose your CG wisely.
Some are rowdier than others, Holiday weekends are always lively,
CG's in touristy destinations are busier and louder during peak season.
Everyone is not seeking peace and quiet.
If you are going to be in a large public CG you should expect ALL types. Do not let it ruin your day/night if you hear more than a pin drop during quiet hours.
