Yes...but...it is system and the OP is only looking at one component of that whole system
Goal is to have everything loaded and adjusted with the right components
with the trailer level at its highest pointing. Recommend pointing
slightly down
Another goal is to stay within ALL of the 'true' OEM ratings
Tongue weight (actual) in the 12%-15% range and recommend the more the better
but that depends on how much rating the TV has left
Yes it can be too high and yes it can be too low.
Why OEM's sell/offer draw bars (AKA shanks) that can either drop the
hitch head or raise the hitch head
A lot also depends on the architecture of the trailer. Like where
the center of the axle(s) is in reference to the total length and the
coupler, etc
Nose high (tongue pointing above level) has a higher potential of poor
handling, but not to say an absolute thing that all trailers with a nose
high orientation will tow badly...
