Can I flat tow a golf cart?
Simple question. Can I flat tow a golf cart? Assume that the golf cart is tow-able, will it be able to stay behind on the highway?

You can only legally tow something with 4 wheels down ( maybe 2 wheels down) that is registered with your state's DMV.
