Can you tow your rv while tarped?

Probably only the tail,turn & brake lights. The same as a trailer.

Why tarp a car? The tarping or tying down will probably lead to a lot of marks in the paint as the tarp beats against the car.

Aren't running lights required equipment in most States? If so, it seems to me that they'd have to be visible, at least after dark.

They do also serve an important safety function (after dark) in that they "warn" other drivers of the length etc. of whatever it is that's being towed.
