I think you're on the right track having the neighbor kids handle the job, their parents can keep watch to make sure they do it right and it will teach the kids responsibility at the same time. Plus you won't have to worry and some cash to go along with it will go a long ways with them I'm sure. Yes you live in a great area, we're just a little south of you, but I've always like the Whatcom area, especially Lynden, Evenson, and the surrounding area (they've ruined Lynden with all the development out on the highway though). Still seems strange that the county won't let you hook up a pipe to the septic to serve as a black water dump though.
