no, I don't think so. liability insurance is to protect me against a loss suffered by someone else. I don't think there are many instances of a bike rider causing harm to others. I would favor having bike riders sign a waiver of liability for the campground. after all, it is their property and they can make rules as they see fit...and that includes this silly rule. but a waiver seems like a much more reasonable approach than requiring helmets.
helmets. what about chain guards? lights? horns? and what liability or responsibility falls upon the CG to ensure that their interior roads upon which the bikes will be riding are in good condition. no pot holes, broken pavement, prompt removal of snow and ice, good road grading enabling rainwater to drain quickly. the list goes on. this is why I asked the OP to post the name and location of the CG so we can add it to our list of places to avoid.
