Switzerland has a great solution to the damage injury claim issue: EVERY person is required to have Personal Liability Insurance. And because everyone has it, it is cheap about $50/year. This means that if you fall and slip at a McDonalds or on your neighbors front walk you cant sue them. Your insurance pays for your hospitalization etc.
This also keeps these sorts of Nanny Rules to a minimum.
Undoubtedly in the case of this RV park this was put in place to lower or keep their insurance premiums from rising at the insistence of their insurance company...not the Lawyers.
No matter what the rules say any decent lawyer could make a case of it if there was enough money at stake. But generally Tort Lawyers prefer the big suits with huge payoffs which translates to the most serious of injuries, loss of life, limb and or loss of life expectancy. Skinned knees and a bunp on the head don't count.
