When it comes to pets... One campground I belong to has a posted policy,, I slightly re-phrase here: You can pick up behind Fido, or we can, for 25 dollars a pile..........
Alas, I do not think they are enforcing it properly.. But I am not there, and Amber and Alex... Well they are Felines, not Friends of Fido :).
Alas, the NO pets may be due to the ever increasing number of nice, considerate folks who do not know how to pick up behind Fido and Fifi (Apologies to Jeff Daniels, I used his Canine names).
The helmet rule... In some states that is the law.. And it may be that some jerk got hurt doing the "Look Ma, Look, no SPLAT, head" bit (Actually happened on a government owned hill I have visited) (The family sued, the city settled, what did the idiot cyclist go splat against? A sign "NO BICYCLES ON HILL.. I will add the hill is fenced off he climbed over the fence too).
So the campground has a helmet rule to protect itself shold you mess up.
I see many rules in places like this.
Oh that 25 bucks a poop CG.. they also requrie a vet's certificate of vaccination on my kitties.. WHY.. Well the dog owners complained "Cat owners are not so required". So instead of saying "State, County or Local law or ordinance" which dog vaccinations happen to be (All of the above) they also apply the rule to cats, even thogh there is no supporting law..
I am not all that happy with them over that. For one things my cats do NOT go outside without their human on a leash.
Oh, and some parks have limites to the length of the leash.
