I think the issue is the CG making a helmet mandatory.
Most of my riding is just site seeing around the CG or Park, very slow and casual. I don't have a helmet and have no plans to get one at this point. Now, if I were riding on main highways or long distances or highway speeds that would be different. To me impact with a car is the reason to wear a helmet, not falling off a bike, but that is just my opinion. If the CG required a helmet I would not stay there or just leave my bikes on the rack. If I had small kids my opinion might not be the same, at least for them.
Kind of like life jackets on a boat. Small kids always wear one ( required ). Always handy for all passengers. I never wear one except 1- going through an inlet / rough water or 2- I ALWAYS wear one when I am boating alone.
My point is common sense goes a long way!
