Here is the statement that most simply answers the OP's rant. As someone who has been involved in a large cycling group, the rules for participation were that you wear a helment and sign a waiver.
Well guess what? The idiots who cause crashes file lawsuits and if not for the waiver and helmet requirement, we'd be bankrupt. Joining fees are at an all time high to cover litigation costs.
So a CG owner can impose whatever rule they want on their private property. And if you don't like it, you don't have to stay there - and you can rant about rules all day long and that is still going to be your answer. America is still free, but societies values are way different than in the period that poster refers to. Think about it - even politicians had manners.
Someone also said bicycles can't cause harm to others or property. That could not be more wrong.
And just remember, Lawyers were not allowed to advertise prior to 1977.
wnjj wants to know why these rules are necessary - most likely because they got sued - most likely multiple times. Why else would you make your guests wear a helmet? What would you do in that owners situation? Wear a T-shirt that says "Please don't sue me"?
I think it is a silly rule too, but I can sit on the fence and see the other viewpoint as well.
