Maybe they are actually concerned about the effects of a fall on small childrens' fragile skulls. Just a thought.
why would there be an argument? those who are pre-disposed to wear a helmet, will. those who aren't, won't. promote the use of helmets. encourage the use of helmets. but to require them is just silly and nanny-ish.
