Explain how this is a ridiculous comment. This is a private campground that can implement any rules they deem appropriate (providing they are legal). If you do not like it do not stay there.
Because you (the private individual/parent) set the rules. I for one do not need the government to tell me how to raise my kids. I.E. I do not rely on laws to set my household rules. Much the same way private companies can set rules.
