Exactly! My prime example is Trek bikes. Trek used to manufacture them in WI. They moved production to China. We have Chinese made Trek bikes and they are nothing short of excellent quality. On the other hand, our daughter bought a Wal-mart bike, also made in China, and it doesn't hold a candle to our Treks.
It's all about what you are willing to spend.

My feeling is that you are way off base. People who have had hundreds, or even thousands of dollars damage due to prematurely failed tires most definitely have a bone to pick. And that's the motivation. I've never seen anyone make it an issue of race.
As said above, quality levels vary depending on what the expectations are. Trek has a reputation to protect. Walmart plain doesn't care so long as it's cheap. Albeit, someone buying a Trek is not looking for a bike at Walmart, and vise-verse. But again, that's where the expectations come in.
China makes great stuff, and they make junk. Same for stuff made in the US.
