Sure it was a 'service' and did get a roadside hazard removed which does keep traffic flowing/provide a measure of safety
But at tax payers expense? More important duties? Unavailable for other calls?
Owner should have had tow service for both truck and trailer......anyone towing should have both.
No covered tow then PAY for the tow.
Be responsible.........

It did not say that the CHP towed it. A commercial unit did. It did not say that it was at public expense.
