It did not say that the CHP towed it. A commercial unit did. It did not say that it was at public expense.
I read it and when I read it I assumed "Commercial Unit" Meant a Tow Truck of the size often used to tow semi tractors and the like.
HOWEVER due to the angle from which the photograph was taken it APPEARS the Departmental Vehicle is towing it.. Bad case of optical illusion I gather.. I know that back when I told cops where to go for a living I'd have called a proper size tow truck to tow it. Our vehicles, for the most part (bomb squad is an exception) did not tow.
My interpretation of the "Commercial Unit" terminology is a unit focused on Commercial Vehicle traffic (e.g., Scales, safety inspections, etc.). Those trucks frequently tow trailers or mobile signboards, so they would probably be equipped to safely tow that TT.
