These are the kind of laws that are normally used as a tool. If you look like you are homeless and planning to take up residence, they will use it. If you look like a tourist just passing thru, they won't.

This, IMHO, is the issue. First, What is the difference between "homeless" staying in a car and a "Full timer" in a RV? Now you can get your panties in a wad if you want, but the only answer is
MONEY And the idea of fining somebody that can't pay rent is evil.
Then there is the issue, a cop does not like my looks, so I get a ticket? After all, I always have a blanket, a snack and bottle of water in the vehicle, and in the summer, a lawn chair lives in the pickup...
