Going to assume this is gel coat fiberglass with decals.
Yes, there is a area about half the size of a volleyball that looks like a clear coat issue. Thin layer of something is peeling. Not chalky. Being that it's not actually paint I guess it's not clear coat? This area was exposed to the sun for awhile.
Sorry, it didn't register until now. Gel coat, is there a DIY product out there?

Figure out what you have and what’s going on first.
Despite you wanting a ready made solution for something you don’t understand, what your saying doesn’t make sense and you don’t know what gel coat is it sounds like.
Your camper has a mix of 2 primary materials both of which are gel coat
surface on top.
Neither came from the factory with a clear coat applied. Pretty sure. Never seen that except on high end full painted units. If you understand what that means.
So if it looks like clear peeling, then someone put something on it.
They make hokey wipe on clear coats (like patina coatings) and some use a floor polish in a similar manner.
If it’s peeling you can use one of those products. But the bigger issue is now you have peeling crap that someone likely thought was a good idea.
