It probably is a 1:1 ratio because GVWR/payload is most likely going to be your limiting factor, not the trailer weight. A conversion van has a lot of weight added to it when it's converted, and that's weight that you have to subtract from the vehicle's maximum payload.
The weight of the trailer is less important than the tongue weight it'll be putting on the van.
