If that's true at Costco, it's something new. Been awhile since I tried it, but my main Visa, not a debit card, was rejected for that reason last time I tried to use it. (No nsf question etc.- it's tied directly to our money market accounts). Even with the PIN, which one would think would make it be treated like a debit card, no dice.
Didn't have the debit card on me so had to leave the building and go get cash to pay for the goods!
But maybe that's changed- I'll try it again next time I go.
