The 2014 Subaru Forester owners manual says: not to tow with the front wheels on the ground and the rear wheels off the ground; not to tow with the rear wheels on the ground and the front wheels off the ground; can tow with all wheels on the ground with the parking brake off, the transmission in neutral, and the key in the ACC position (one can even tow a Forester with the CVT transmission all wheels down with a 20 mph limitation on speed and a 31 mile limitation on distance); and, four wheels off the ground is the best way to tow.
