The weird thing about toad braking systems is that as far as I'm aware, no standards whatsoever exist about their construction, operation or performance. So you are at the mercy at the 'claims' of performance from the manufacturer or your buddies on RV.net. Would be pretty hard for a court to find you at fault for not using something that is completely unregulated. Having said that, I used to tow a 2500 lb. Saturn behind an E450 based motorhome without a braking system. It stopped it fine, but I was always aware that my stopping distance was increased. Had I towed anything much heavier I would have looked for a proportional braking device that did not depend on electricity to work. I'm not about more governmental control, but I feel it would be good to have construction and/or performance standards for toad braking systems, just like we do for hitches, brakes and other critical parts of trailers and tow vehicles.
