Put the person't photo on the placard. Covering said photo should render the placard void.
Require a doctor and the placard owner to certify the disability under pains and penalties of PERJURY. Prosecute the crooks, fine them into poverty, & lock them up for a few years!
Make using another person's tag a criminal offense punishable by license revocation, vehicle impounding, a large ($5000+) fine, and possibly jail time.
