Steve what I often see here in the Northwest is people drop their car off the dolly at the entrance to the campground. Some then move the dolly to the back of their car to tow through the campground others just pull up to their site and remove the dolly at that point. Since most campgrounds are single lane one way they don't want to block for long, thus why they drop the car at the front of the campground.
At least in the Oregon parks they will come down hard if you're dolly or any vehicle isn't parked on the asphalt they don't want any on the ground.
