Yes, that is understood ... and is how the hitch weight is distributed between the tow vehicle and the trailer....but as I already mentioned, it is not intended as a means to 'level' a poorly matched hitch system.
He didn't say anything about leveling the trailer via weight distribution. He was talking about the position of the WD hitch head on the shank - which is the proper way to level a trailer.
