Tow dollies are trailers and none of them exceed 3000 pounds. The weight requirements for a trailer are determined by the weight sheet that is submitted after the trailer is weighed...EMPTY.
If you have ever registered a trailer, it is based on the empty weight, which is what the braking requirements are based on.
