If you have ever registered a trailer, it is based on the empty weight, which is what the braking requirements are based on.
Well that makes no sense. Not saying you are wrong but it's illogical as a dolly is built for the intended purpose of towing a car. Why are dollies built and subsequently used for towing (by commercial companies) without brakes? My only logical conclusion is that it's legal. In that case tow dollies are exempt?
