I was in the Moab area last year. One evening when I walked up to the office to get an ice cream bar I talked with the park manager for a while about his WiFi. It was working decently. He had an interesting set-up. He could watch what each RV site was using. He could tell which sites were streaming movies. If too many people were doing it slowing down service to everyone, he would momentarily cut their WiFi to cut off the streaming. This would pick up the speed generally for everyone else. And yes, in the package received at sign-in and on signs in the office, it said no movie streaming.
He said a lot of people also wouldn't sign off their PCs when they left for the day. He could tell by the amount of data going through the site connection. If it was steady for hours, then they weren't using the PC, they just left it on because they wanted to. He'd interrupt these also to free up bandwidth for the rest of the park.
I thought he had a good system going - it did provide overall acceptable internet.
