Most folks don't have a hand held meter nor do they know how to use one. Some that do own a meter do not know how to use the DC amperage feature (if so equipped). Some folks that have a meter capable of measuring DC amperage are limited by the meter to less than 10 amps. That leaves a very small proportion of users capable of diagnosing, accurately, an excessive draw through the fuse (if greater than 10 amps).
To be honest, even though my system is not prone to this and I have the necessary tools, I would probably replace a fuse or reconnect a tripped breaker, initially, to fix the problem.
