Mine does not move air either. I have found it moves the most in reverse (blowing up) and running on low. My fan is installed in the rear of the trailer where the ceiling is the lowest and their is very little distance between the blades and ceiling. My previous unit had the fan in the front of the lower area and it was about 12 inches from the ceiling and it moved more air. As you said, it is strictly decorative.
