It is basically the states call and rules where you live. In CA, if it's on the street, and it has a license plate, it must be lit. Whether you actually have it lit up or not, is up to you. You can get away with anything, until YOU GET CAUGHT!
I see you tow an '11 CRV. Well, you've already got the "extra" bulbs wired in but, when we had our '11 CRV, I wired it using the stock tail light bulbs and a couple of cheap, Radio Shack diodes. When I was done wiring it, the tail lights acted the same exact way, towing it, as they do driving it. And that includes the third brake light and the amber turn signals, oh and the license plate light. So, if you're concerned about getting caught, you can simply tie into one of your extra bulbs wires and run it to the license plate light wires and "tee" into that wire.
But, unless you use a diode in that separate circuit, you'll then be feeding that entire "extra bulb" setup when driving the CRV, from the license plate light. Not good. So, your choice.
