One cure I've found that works quite often on the neighbor's barking dogs was one of those As Seen On TV sonic bark stoppers. I'd go outside like I was doing something with the RV and then place it so that it faced the offending dogs. Camped one time and the guy would be setting right out there with his dog and not do a think to correct it's barking all the time. Went out like I was messing with the elect and placed it on the tire and with in an hour the barking was a lot less.
