If dog owners who leave their dogs in their RV all day while out touring and their dogs bark none stop all day while they are gone are made aware of that when when they get back. What do the dog owner...

Don't think he means in the future, (IMO) he means a 'situation' that needs to be resolved - right then..."when they get back".
Maybe the OP could clarify - for the dog owners, or the dogs, ROTFL!
