The question should not be what the dog owners would do about it but rather what you would do about it. Having camped with dogs for the most part of 50 years, both as a kid with my parents then with my wife and own kids, the one thing I was taught was to obey the campground rules. Most campgrounds have a rule similar to this one taken from the California state parks rules concerning dogs:
"DOGS must be kept on a leash no longer than six
feet
and under your supervision at all times. Noisy and/or vicious dogs will be removed from the campground upon complaint."
When we camp with our dog, he is under our control at all times with at least one of us at the site with him. If we want to go anywhere he goes with us and one of us is always with him. Is it an inconvenience to us at times. Yes, but he is our responsibility and better us be inconvenienced by him than a stranger in the campground. We never feel that we are above the rules and try to obey them. So to answer the OP's question about an unattended barking dog, I would report it to the campground host and let them deal with enforcing their rules.
